Cyprus Permanent Residency by Investment in 2026: Your Complete Guide

Cyprus Permanent Residency by Investment in 2026: Your Complete Guide

You've been looking at Cyprus. The weather, the lifestyle, the coastline. And somewhere along the way the question came up: can I actually live here permanently?

The answer is yes, and the process is more accessible than most people expect. Cyprus has one of the most straightforward permanent residency by investment programs in Europe, and in 2026 it remains a popular choice for non-EU nationals who want to build a life in the Mediterranean.

Here is everything you need to know.

What Is the Cyprus Permanent Residency by Investment Program?

Known widely as the Cyprus Golden Visa, this program allows non-EU, non-EEA, and non-Swiss nationals to obtain permanent residency in Cyprus through a minimum investment of €300,000 in approved assets.
The permit does not expire. You will not need to reapply every few years. Once approved, your status is permanent, with just a simple card renewal every ten years.

Who Is This Program For?

This program suits a wide range of people. Non-EU nationals from Russia, China, Lebanon, Israel, the UAE, and many other countries apply regularly. But it also works well for retirees looking for a warm and affordable European base, remote workers who want to formalise their residency, and investors or entrepreneurs who want a presence inside the EU.
EU citizens can also use this route to establish formal long-term residency through property investment.

The 2026 Requirements

Minimum Investment of €300,000

You need to invest at least €300,000 in one of the following:

New or resale residential property is the most popular choice. You can also invest in commercial real estate such as offices, shops, or hotels, shares in a Cyprus-registered company that employs at least five people, or units in Cyprus-based investment funds.

For most people, buying a home makes the most practical sense. You secure your residency and your property in one step.

Annual Income of €50,000

You need to show a secured annual income of at least €50,000 from abroad. If your spouse is joining the application, add €15,000. For each dependent child, add €10,000.

Acceptable income sources include salaries, pensions, dividends, rental income, and interest on savings. For residential property investors, this income must come from outside Cyprus.

Clean Criminal Record

You need a clean criminal record from both your country of origin and your country of current residence. This applies to adult dependents as well, and must be renewed every three years.

Visit Cyprus Once Every Two Years

That is the only physical presence requirement. You do not need to live here full-time to keep your residency. One visit every two years is enough.

Can You Include Your Family?

Yes. Your spouse and children under 18 are included in the main application. Children aged 18 to 25 can also qualify if they are unmarried, studying at university, and financially dependent on you.
One change that came in with the 2023 revision: parents and parents-in-law can no longer be included in the main applicant's application. They would need to apply separately.

How Long Does the Process Take?

The fast-track investment route typically takes around six to nine months from submission to approval. Your lawyer submits the application to the Civil Registry and Migration Department in Nicosia on your behalf. You do not need to be present for the submission itself.

Once approved, you and any included family members visit Cyprus to provide biometric data. Residency cards are usually issued within 40 days of that appointment.

The Benefits Worth Knowing About

Tax Advantages

Cyprus has no inheritance tax. The corporate tax rate is 12.5%, one of the lowest in Europe. Permanent residents may also benefit from no tax on global income including dividends and capital gains, depending on their tax status. For high-net-worth individuals, this is often the deciding factor.

Healthcare

Permanent residents can access the General Healthcare System, which covers routine consultations, specialist care, and hospital treatment.

Low Residency Requirements

The flexibility is genuine. One visit every two years suits investors and business owners who travel frequently or maintain homes in several countries.

A Path to Citizenship

After eight years of legal residence in Cyprus, you can apply for citizenship by naturalisation. The final 12 months must be continuous. You will also need to demonstrate B1-level Greek language proficiency and pass a civic knowledge test. Cypriot citizenship currently provides visa-free access to 178 countries.

One thing to be aware of: the Cyprus residence permit itself does not grant visa-free access to the Schengen Area, as Cyprus is not yet a Schengen member as of 2026. The application is under review, but for now non-EU residents still need a separate visa for Schengen travel.

The Application Process Step by Step

Start by choosing your investment. Most applicants purchase a residential property at or above the €300,000 threshold.

Next, gather your documents. You will need your passport, proof of investment, evidence of annual income, criminal record certificates, and family documents such as marriage or birth certificates if applicable.

Engage a qualified Cypriot immigration lawyer. They handle the submission and communicate with the Migration Department on your behalf.

The department reviews your application, runs a due diligence check, and issues a decision. On approval, you visit Cyprus to submit biometric data and collect your residency cards.

What Does €300,000 Get You in Cyprus in 2026?

More than you might expect. Depending on location, €300,000 in Cyprus can get you a well-sized two-bedroom apartment in Limassol or Paphos, a spacious unit in a modern development near the coast, or a comfortable home in a quieter area with more space.

The property just needs to meet the threshold, carry a clean title deed, and ideally sit in an area with stable or growing values.
